Integrated national network: 5 regions with no outsourcing

détective privé à Paris en scooter

Why is an integrated network a game-changer ?

Most French private investigation firms have a limited geographic reach and rely on subcontractors for cases outside their service area. This approach presents two major drawbacks for client companies: inconsistent quality from one service provider to another, and the transfer of case data outside the contracting firm’s control.

The Aquila Group has adopted a different organizational structure: an integrated national network covering five regions, composed exclusively of the firm’s employees or partners. No cases are outsourced. No one outside the firm has access to case files.

This model has a real operational cost: maintaining an integrated team across five regions is structurally more demanding than operating by relying on local representatives on an as-needed basis. It is precisely this investment that allows us to provide the assurances that client companies expect in terms of quality and confidentiality.

The network has gradually taken shape over ten years of operation, through organic growth and the integration of existing agencies. Each new office was required to first align with the firm’s methodological standards: a local representative is not the same as an integrated staff member, who is trained in internal procedures, audited under AFNOR standards, and subject to the division’s quality manual.

What the integrated network actually offers

  • No case files leave the premises of the contracting firm.
  • The same methodology applied across regions, with no variation in quality.
  • A single point of contact for the manager: Victor de Villeblanche, director of the division.
  • Clear accountability in the event of a complaint or dispute.
  • Consistent responsiveness throughout mainland France and Monaco.
  • No hidden overcharges related to outsourcing to local representatives.

What the Integrated National Network Covers

Five operational regions cover the entire metropolitan area.

Île-de-France and Hauts-de-France: coordinated response from Paris (47 rue de Monceau, 75008).

Provence-Alpes-Côte d’Azur and Occitanie: coordinated response from Toulon (1267 Avenue Joseph Louis Ortolan, 83100) and the Alpes-Maritimes department.

Brittany and the Pays de la Loire region: efforts coordinated by Adrien Guerier, regional director.

Auvergne-Rhône-Alpes: comprehensive coverage provided through our regional offices.

Grand Est and Nouvelle-Aquitaine: integrated service providers in business parks.

Twenty offices spread across the five regions, integrated into the firm’s structure.

No outsourcing: maximum confidentiality, methodological consistency.

ANONYMIZED CASE STUDY

Case handled on
in three regions simultaneously

In a case involving organized auto insurance fraud that included six insurance claims filed in three different regions (Île-de-France, PACA, and Brittany) over the past eight months, our integrated network enabled us to simultaneously deploy three teams of in-house investigators to the areas where the suspects were operating. The six field investigations were conducted over a nine-day period, without any case details being shared with external service providers. The summary report, compiled by Victor de Villeblanche at the division’s headquarters, was submitted four weeks after the case was referred. A similar operation relying on local correspondents would likely have tripled the turnaround time and compromised confidentiality.

How is the network deployed on a folder?

Management of the project remains centralized at the division’s headquarters, regardless of the region in which it is carried out.

01

Reception

Receipt of the file at the Insurance Division headquarters (Paris or Toulon, depending on assignment).

02

Assignment

Assignment to the regional office covering the disaster area, with approval of the personnel deployed.

03

Presentation

On-site intervention by the relevant agency, following the common five-step methodology.

04

Consolidation

Consolidation and drafting of the report by Victor de Villeblanche, director of the division, at headquarters.

05

Restitution

Return the document to the administrator within two weeks at the latest, using the method they specified when the matter was referred.

For cases with an international scope, our partner network, CII, takes over.

Why is this choice—
—strategic?

Network integration guarantees two essential things for companies: confidentiality (case files do not leave the firm) and consistency (the quality of service is the same regardless of the region). These two requirements are rarely compatible with an outsourcing model.

The firm claims to have handled 232 cases and to have a documented success rate of 98 percent. These figures reflect the operational maturity of the integrated network and the consistency of its nationwide deployment.

For companies, the integrated network also simplifies contract management: a single firm, a single fee schedule, and a single chain of responsibility. Regardless of the case or the region, the point of contact remains the same, and the commitments made are applied uniformly.

Network integration finally facilitates coordination on complex cases requiring simultaneous action across multiple regions. A network of independent operators would require separate contracts, potentially inconsistent standards, and a flow of case materials that would be difficult to manage. Our integrated model eliminates these friction points and ensures the overall consistency of the final deliverable.

  • No outsourcing.
  • Maximum confidentiality regarding the details of the case.
  • Methodological consistency across regions.
  • 20 branches across 5 regions, with full coverage of mainland France and Monaco.
  • Centralized management by Victor de Villeblanche, director of the division.

The conditions governing the conduct of private investigations are set forth in the Internal Security Code.

Frequently Asked Questions

Yes, as well as Monaco. No department is excluded. Travel expenses within mainland France and Monaco are included in the engagement fees at no additional cost.

The regional network enables us to respond anywhere. In rural or hard-to-reach areas, the deployment time may be slightly longer, but it is still within the two-week turnaround time.

The file remains centralized at the division’s headquarters. The regional office leads the field operations and forwards its findings to the division director for consolidation. No information is shared outside the office.

The overseas departments are not covered by the integrated national network. Overseas assignments can be handled through our partner network, CII, with specific guidelines provided at the start of the application process.

Enhanced confidentiality (documents remain within the contracting firm), consistent quality (same methodology, same report writer), and clear accountability in the event of a complaint (a single point of contact).
